关于对州质量技术监督局、州扶贫开发办、州人防办机关干部作风评议整改工作督察情况通报

  根据州办[2009]34号文件要求,州直党政机关干部作风评议办公室于2012年7月组织对州质量技术监督局、州扶贫开发办、州人防办3个受评单位的机关干部作风评议整改工作进行了督察,现将有关情况通报如下。

  

  一、基本情况

  (一)州质量技术监督局评议意见整改情况。    

  1、评议意见整改情况。公开评议共收集到对州质量技术监督局提出的批评、意见、建议252条,综合归纳为14条。州质量技术监督局公开承诺整改措施56项,其中列入限期整改的43项,中长期整改的13项。限期整改项目35项已整改落实,8项正在落实。中长期整改项目1项已落实,12项正在逐步展开。    

  2、单位问卷测评情况。州质量技术监督局机关有35人参加测评。对本单位评议意见及整改措施知晓率为97.1%,不知晓率为2.9%,对整改工作满意率82.9%、基本满意17.1%。对本单位及主要负责人作风满意率94.3%,基本满意的5.7%。    

  (二)州扶贫开发办评议意见整改情况。    

  1、评议意见整改情况。公开评议共收集到对州扶贫开发办提出的批评、意见、建议284条,综合归纳为11条。州扶贫开发办公开承诺整改措施30项,全部列入限期整改。限时整改项目23项已整改落实,7项正在落实。

  2、单位问卷测评情况。州扶贫开发办机关及下属单位共有25人参加测评。对本单位评议意见及整改措施知晓率为100%,对整改工作满意率100%.对本单位及主要负责人作风满意率98%,基本满意的2%。 

  (三)州人防办评议意见整改情况。    

  1、评议意见整改情况。公开评议共收集到对州人防办提出的批评、意见、建议158条,综合归纳为8条。州人防办公开承诺整改措施19项,其中列入限期整改的8项,中长期整改的11项。限时整改项目5项已整改落实,3项正在落实。中长期整改项目7项已落实,4项正在逐步展开。  

  2、单位问卷测评情况。州人防办机关及下属单位共有8人参加测评。对本单位评议意见及整改措施知晓率为100%,对整改工作满意率50%,基本满意的50%,对本单位及主要负责人作风满意率100%。

2              要加强对市场上计量器具的检验和管理,对利用计量器具作弊,坑害消费者利益的违法行为,依法给予严厉打击。                                                                                                                                          1、对6个县市集贸市场所使用的计量器具进行了普查,其余的2个县正在进行。并加大了对《集贸市场计量监督管理办法》的宣传力度。    

                                                                                                                                                                                                                                                             2、已落实三统一,确保检定按国家统一标准强制执行。    

                                                                                                                                                                                                                                                             3、开展了诚信计量“进社区、进市场、进医院、进镜店、进餐饮、进油站”活动,免费为群众开展量血压、清洗检测眼镜等服务200余人次。    

                                                                                                                                                                                                                                                             4、在3·15及5·20计量日免费提供了现场检测服务,检定商贸衡器1050余台。    

                                                                                                                                                                                                                                                             5、新增加了3项检测标准,共投入60余万元用于设备改造。

3              要加大监管力度,为进一步规范市场运作体系提供保障。一要严厉打击假、伪、劣产品;二要对食品卫生行业加大抽检力度;三要对我州各计量收费的标准进行规范;四要加大对农村农贸市场计量问题的关注与抽检度;五要加大对特种设备、设施的检查与监管力度。    1、开展了日化品打假、眼镜专项整治、肉制品专项整治、农资打假、电线电缆打假、建材市场专项整治等活动4次及完成了2次大型活动的食品安全保障工作。    

                                                                                                                                                                                                                                                             2、与工商、药监、农业等部门联合开展了农村市场重点商品专项整治。    

                                                                                                                                                                                                                                                             3、完成了省级监督抽查89批次,州级监督抽查165批次。    

                                                                                                                                                                                                                                                             4、电力部门按20%抽检已经执行,石油液化气计划抽检24批次,现完成14批次,对燃油加油机每年按周期抽检2次,出租车每年按周期检定1次。    

                                                                                                                                                                                                                                                             5、落实了市场主办者的责任,设置了公平秤。春节、元旦、计量日均开展了市场监督检查,今年以来现场处理6起计量作弊的违法行为。    

                                                                                                                                                                                                                                                             6、与企业签订了《特种设备安全生产责任状》,加大了对特种设备定期与不定期检查,共检验锅炉35台、压力容器45台、压力管道500米、电梯182台、起重机械10台、厂机14台、气瓶11000只。    

                                                                                                                                                                                                                                                             7、节假日期间,均组织安全大检查,确保了重点企业、场所的特种设备检查率达100%,对检查出的安全隐患,已责令整改到位。

4              要尽力完善和创新惠民、便民措施。                                                                                                                                                                                                              1、采取了预先告知、预约的形式开展计量检测服务。    

                                                                                                                                                                                                                                                             2、在一些项目检测过程中加快了检测速度。    

                                                                                                                                                                                                                                                             3、按办证单位特殊情况(如:需招投标、银行抵押等),经请示上级同意,开通绿色通道,可以急事先办。

5              要进一步加强同政府各相关职能部门的沟通和协作。                                                                                                                                                                                                1、与知识产权局、工商局联合开展了打击侵犯知识产权与制售假冒伪劣产品专项行动。

                                                                                                                                                                                                                                                             2、开展了2批重点工业产品监督抽查,并由省局进行了公告。

6              要强化对企业的扶持工作。                                                                                                                                                                                                                      1、对成长型企业加强了技术指导,积极地向省局要求减少定检批次。    

                                                                                                                                                                                                                                                             2、在服务企业过程中,不断地帮助企业完善生产工艺,确保产品质量。    

                                                                                                                                                                                                                                                             3、对委托抽检、法定抽检的产品、食品、商品的抽检结果均以书面报告单的形式告知企业。  

                                                                                                                                                                                                                                                             4、开展了打假下乡活动,抽检样品10个批次。

7              走正规渠道,以合法程序大力协助我州国企、民企实施创“品牌”、“名牌”战略。                                                                                                                                                                    1、已协助酒鬼酒公司申报省长质量奖。    

                                                                                                                                                                                                                                                             2、今年以来,我州10个产品又被评为州名牌。全州被评为州级名牌的产品已经达到20个。现在正在服务和培养9家企业12个产品申报省级名牌。    

                                                                                                                                                                                                                                                             3、向州委、州政府汇报申请设立“州长质量奖”,目前前期工作已经铺开。    

8              加快政务公开的力度。大力健全和完善网上政务服务系统,为办事群众尽可能提供便利条件。                                                                                                                                                            1、初步建立了湘西州质量技术监督局网上政务虚拟大厅。并会同计财科加快收费项目的公开,会同法规科加强了政务的公开。    

                                                                                                                                                                                                                                                             2、重大政务事项已经在州质监局网站上公布。    

                                                                                                                                                                                                                                                             3、正在建立网上政务系统,预计在今年底完成开通。

9              州、县要设立、公布举报热线,鼓励群众对质检工作的监督和参与,对提供准确举报信息和线索的个人及团体给予奖励。                                                                                                                                    1、已设立和公布了12365投诉举报热线。    

                                                                                                                                                                                                                                                             2、按照《举报制售假冒伪劣产品违法犯罪活动有功人员奖励办法》(财行〔2001〕175号)政策,对提供准确举报信息和线索的个人及团体,给予奖励。    

10             要积极向上争取资金支持,加大对各县市改善基础设施和办公条件的力度,并在各县市成立食品检测所。                                                                                                                                                  1、计划在三年内修建湘西州局、凤凰县局检验检测综合大楼。    

                                                                                                                                                                                                                                                             2、已制定了部门发展规划,建立了项目库。    

                                                                                                                                                                                                                                                             3、已经按年度计划进行投入。    

                                                                                                                                                                                                                                                             4、争取了省局的支持资金,正在争取2个检测中心建立。    

11           要加大对质监干部勤政、廉政意识教育。                                                                                                                                                                                                            1、组织党组中心组学习,以及组织全体机关党员学习了党纪、政纪,并开展了争先创优专题活动。    

                                                                                                                                                                                                                                                             2、组织行政执法人员进行了法规知识培训,并组织了217人参加行政执法考试,214人考试合格,合格率达98.6%。    

                                                                                                                                                                                                                                                             3、落实了党风廉政责任制,与各科室签订了《廉政责任状》。    

                                                                                                                                                                                                                                                             4、严格执行了上班签到制度,坚持每月通报一次考勤情况。

12           要进一步提高干部职工素质,合理调整质监部门内部人员结构。                                                                                                                                                                                        1、组织招考州局系统公务员12名,学历都在本科以上,专业设置都与质监系统紧密相关。还将组织招考13名专业技术人员。岗位设置均是用人单位的县市局提出意见,均是系统急需的人才。    

                                                                                                                                                                                                                                                             2、今年以来,共培训6期78人次,组织了40多人次赴外地对口学习,还组织了180多人次参加业务宣贯班学习。

13             加强与退休干部职工的联系和沟通,在生活上要多关心帮助,要健全老干支部组织机构。                                                                                                                                                                1、已召开了2次老干座谈会。    

                                                                                                                                                                                                                                                             2、老干应该享受的待遇已全部享受到位。    

                                                                                                                                                                                                                                                             3、春节期间已开展了老干活动,发放了慰问金。但老干活动室正在建设中。

14             要关心机关干部职工的工作和生活。                                                                                                                                                                                                              1、对机关各项管理制度全部进行了修订,管理责任已经落实到人。    

                                                                                                                                                                                                                                                             2、食堂建设已经列入州局新址建设规划,计划3年内建成使用。    

                                                                                                                                                                                                                                                             3、今年春节期间,组织干部职工开展了拔河、猜谜语、扑克、象棋等文体活动;3月份组织开展了“三八妇女节”活动;7月份组织党员开展了去革命老区参观学习活动。

   二、具体整改情况

  (一)州质量技术监督局公开评议意见及整改工作落实情况 4            项目资金落实到位比较迟缓。个别县市在划拨资金时,有吃、拿或截留项目资金的情况,应制定出科学、规范审批程序,确保扶贫资金安全及时到位。                                        1、严格执行国家推行的扶贫资金项目计划预报制,2012年我办组织申报了产业开发、两项制度、雨露计划、高寒山区扶贫等项目,省办已批复下达资金3.8亿元。    

                                                                                                                                                                                         2、出台和完善了扶贫开发办财务管理制度,要求每一位从事扶贫开发工作的干部都要廉洁奉公,勤政为民,正确使用人民赋予的各种权力,为民办实事,做好事。

5           要加大调研力度,制定切实可行的扶贫开发工作规划及实施方案,改变以往扶贫开发“重投入、轻管理、无后续”的状况。                                                                 1、2012年我办根据州委、州政府关于区域发展与扶贫攻坚“1115工程”及八项保障机制的意见,组织编写了《湘西土家族苗族自治州扶贫攻坚规划(2011-2020年)》,开展项目库建设,为以后开展扶贫工作提供方向。    

                                                                                                                                                                                         2、进一步加大调研力度,印发了《关于加强扶贫开发工作理论调研的通知》,拟定了“两项制度”衔接滚动帮扶的思考、市场经济条件下扶贫产业建设的研究、扶贫是雪中送炭的事业、浅析建立脱贫进出机制等12个研究课题。还开展了《感悟反贫困》征文活动。 

                                                                                                                                                                                         3、两年来,我州争得并实施了“十大试点”项目。一是武陵山片区成为全国11个特殊贫困片区先行试点;二是“两项制度”有效衔接试点面进一步扩大;三是保靖县成为全国彩票公益金试点县;四是凤凰县成为少数民族高寒山区扶贫解困试点县;五是实施了花垣县贫困村村级互助资金试点;六是实施了永顺县农村信息化扶贫工程试点;七是实施了保靖、永顺、古丈三县产业连片开发试点;八是启动了贫困大学生扶贫助学试点;九是争取了保靖县优势产业试点县项目;十是争取了凤凰县和花垣县作为低碳项目试点县。    

6           要加大对扶贫项目资金的管理。要严格执行专项资金纪检组长监督责任制;建立严格、规范的项目资金支付制度。要加强对州及各县市扶贫办二级机构的财务监管。                             1、严格执行专项资金纪检组长监督责任制,所有扶贫项目的报账必须有纪检组长的签字认可方能报账。    

                                                                                                                                                                                         2、在今年5月份,分四个督查组对全州2010-2011年的扶贫资金使用情况专项督查。  

                                                                                                                                                                                         3、不定期对8县市扶贫办及州本级的扶贫资金进行督查,制定了详细的规章制度,源头上、制度、方法上加大对扶贫项目资金的管理。

7          要大力加强对贫困地区人员的技能培训、拓宽贫困地区人员的就业渠道。一是与湘西职业技术学院及相关技能培训的院校建立技能培训班。二是技能培训方式要以长、中、短相结合的方式进行。    1、上半年,共完成“雨露计划”学历教育扶贫技能培训1820人,完成全年任务的52%。 

                                                                                                                                                                                         2、上半年完成农村实用技术培训5.5万人,完成全年任务的55%。    

                                                                                                                                                                                         3、开展特色扶贫培训工作,上半年完成残疾人培训45人,“两后生”孤儿技能培训50人,“一村一大”培训180人,农村科技带头人培训300人,“大学生村官”培训200人。    

                                                                                                                                                                                         4、不断加大扶贫助学工程的帮扶力度和帮扶规模,在继续完成去年800人帮扶计划的前提下,今年已经落实资金1000万元,计划扩大到2400人,力争“十二五”期间实现湘西州籍贫困大学生的全覆盖。

8           加大对凤凰县腊尔山地区的扶贫力度。争取将凤凰县山江片区也纳入少数民族高寒山区扶贫开发试点。                                                                                   1、我州出台了《关于加快湘西州少数民族高寒山区脱贫解困工作实施意见》,明确将吕洞山片区、红土壤片区、永龙片区和包括山江镇在内的腊尔山片区这四大片区作为扶贫攻坚的重点地区。并向省里争取得了把凤凰县腊尔山地区作为湖南省少数民族高寒山区脱贫解困先行试点。

                                                                                                                                                                                         2、2012年上半年我州仅高寒山区就分两批次向上申报项目资金9120万元,省办已明确在腊尔山高寒山区村每村至少投入100万元以上开展扶贫,帮助其改善贫困状况。 

9          要进一步加大向上争取项目资金的力度。要用好、用实扶贫开发政策,向上争取取消贫困山区扶贫开发的县市配套经费,避免因配套资金无法落实而项目资金不能到位的问题出现。                1、我办将争资上项作为工作的第一抓手,主动出击,多次赴省和国家扶贫办汇报项目工作,及时策应国家和省扶贫政策走向,积极寻求扶贫项目和资金的增量。州委书记何泽中同志亲自带队赴国家扶贫办汇报,赢得了国家扶贫办对湘西州的巨大支持。2012年上半年争取资金3.8个亿,增幅为35%,全年争资有望突破4亿元,争资上项突破历史纪录。 

                                                                                                                                                                                         2、严格按照《中国农村扶贫开发纲要(2011-2020)年》的通知精神,取消县以下(含县)国家安排的病险水库除险加固、生态建设、小流域水土流失治理、农村饮水安全、大中型灌区配套改造等公益性建设项目配套资金。

10          州及县市扶贫办要加强党风廉政建设,防止违法违纪的案件发生。要改进机关干部作风,改善服务态度,提高办事效率。                                                                   1、认真落实党风廉政建设责任制,逐级签订廉政承诺书,明确扶贫项目实施部门、管理部门的廉政责任,严格责任追究。    

                                                                                                                                                                                         2、严格执行科级以上干部年终述职述廉制度。    

                                                                                                                                                                                         3、收看警示教育片,开展向先进典型学习活动。着力开展廉政文化“六进”活动,做到了“扶贫项目实施到哪里,廉政文化宣传就到哪里”。

11          要多关心下属机构,调动基层人员积极性。如扶贫开发服务中心,属自收自支单位,要帮助解决一些具体问题。                                                                           1、以前的房租欠款已全部收回,并且今年新房租已收回19万元,不留尾数。  

                                                                                                                                                                                         2、在职人员和退休人员工资已发1-5月份工资,6至7月工资在7月底前发放。   

                                                                                                                                                                                         3、自收自支人员进财政编问题正在积极争取和衔接当中。

   (三)州人防办公开评议意见及整改工作落实情况

                                                                                                                                                                                                                                                                                                                                                                                                             3、督促实施扶贫开发工作党政一把手负责制和“千万对口帮扶工程”。省、州、县三级共有711个单位派出988名工作队员进驻252个整村推进村开展建整扶贫工作。  

                                                                                                                                                                                                                                                                                                                                                                                                             4、积极争取整村推进扶贫资金。今年州扶贫开发领导小组已安排10250万元财政扶贫资金用于173个整村推进扶贫村,村平达到了60万元。    

2              要进一步探索扶贫开发新模式。一是现行单位对口包扶工作成本高、效益低、缺乏统一规划、不能发挥基层政府积极性。二是扶贫开发工作不要以撒“胡椒面”方式进行,要实行重点扶持、项目扶持及成片扶持等方式。三是建立扶贫验收标准,要做到:路通、水通、电通、电视通、产业项目落实、就业落实等。四是广泛引导、集合社会资源参与扶贫开发工作。五是要多做群众思想工作,帮助贫困地区群众解除等、靠、要思想。    1、实行“领导联点、单位包村、干部挂户、队员驻村”的整村推进扶贫工作制度。对1000多个贫困村分两轮实施单位对口扶贫,明确县市建整扶贫工作队长挂任县市委常委,每个工作组从副处级后备干部或副处级干部中选派一人担任驻点村党支部第一书记,新提拔干部必须具备建整扶贫经历,没有的在两年内补上。    

                                                                                                                                                                                                                                                                                                                                                                                                             2、积极探索整合资金、集中扶持的投入机制。每年整合农业产业化建设资金8000万元以上集中用于产业扶贫。    

                                                                                                                                                                                                                                                                                                                                                                                                             3、大力实施农村低保与扶贫开发“两项制度”衔接工作。在1184个贫困村识别登记扶贫开发工作对象53003户、27.5万人,安排扶持资金1.1亿元。    

                                                                                                                                                                                                                                                                                                                                                                                                             4、推进了500个农产品销售窗口建设工程。为300个扶贫村在州府、县城和乡镇购置门面作为农产品销售窗口,启动能工巧匠扶贫创业园建设工程。    

                                                                                                                                                                                                                                                                                                                                                                                                             5、加大对国家农业部、中石化、郭氏基金会、省直机关、省辖六市的衔接力度,上半年投入帮扶资金1500余万元,帮扶我州抓好农村基础设施、产业开发、扶贫培训、捐资助学等重点扶贫工作。    

                                                                                                                                                                                                                                                                                                                                                                                                             6、实施百万农民大培训工程,帮助农民掌握1-2门农业生产实用技术。    

                                                                                                                                                                                                                                                                                                                                                                                                             7、国家新的贫困标准(2300元)已出台,我州有贫困人口150万人左右。    

3              扶贫开发工作要坚持以扶持特色产业为主。要充分考虑各地不同的自然条件、气候特征等实际情况,根据这些特点选择有特色的主导产业进行立项。                                                                                                                                                                                                                                                            1、编写了新十年扶贫开发规划,明确了到2020年我州柑橘、猕猴桃、茶叶、百合、烟叶、草食牧业、中药材为主的农村特色产业发展面积达450万亩。    

                                                                                                                                                                                                                                                                                                                                                                                                             2、全州已完成以茶叶为主,其他水果、油茶、杜仲、百合、烟叶、蔬菜、中药材等特色产业种植面积5万多亩,完成年计划任务的83.3%,其中仅古丈县去冬今春筹资7600万元开发定植茶叶3.31万亩。    

                                                                                                                                                                                                                                                                                                                                                                                                             3、加大产业扶贫、教育扶贫等造血式扶贫力度,从根本上改善贫困人口的贫困状况,降低返贫率。

1             要加大人防知识的宣传力度,做到人防基本知识家喻户晓,做好人防知识进机关、进学校、进企业、进社区、进家庭,提高群众居安思危的忧患意识。                                            1、制定了年度工作计划,加大了经费投入,今年安排人防宣传经费预算10万元。    

                                                                                                                                                                                              2、5月11日,州市人防办联合,利用挂图、展板、发放《防空防灾知识手册》等形式,在商业城步行街设置宣传点广泛宣传人防知识,向群众发放《防空防灾安全知识随身应急手册》、《公共防空防灾应急手册》、《湖南省实施<人民防空法>办法》等资料2000余份,并面对面接受群众咨询。    

                                                                                                                                                                                              3、将人防知识学校教育纳入县市人防办年度绩效考核内容。

2             要强化人防基础设施工程。一要把人防工程建设纳入城市总体建设规划。二要加大人防基础设施建设,收取的易地建设费要投入到建设项目中。三要指导各县市兴建一批平战结合的人防骨干工程。    1、指导各县逐步落实人防工程建设规划编制工作,今年确定凤凰、花垣县完成人防工程建设专项规划编制。    

                                                                                                                                                                                              2、加强人防经费管理,收取的易地建设费全额缴入财政,实行收支两条线,专项用于人防工程建设。    

                                                                                                                                                                                              3、加强与各县沟通和协调,启动人防行政执法,已有3个县实施人防行政审批,落实依法“结建”工作,另3个县已启动人防行政执法,还有1个县尚未启动。

3             进一步加大与各相关部门的联系,完善人防部门的职能和职责。抓好“服务窗口”的建设,提高服务水平与质量。开展勤政廉政教育,做到严格执法与规范执法。                                  1、已草拟《湘西自治州人防工作联席会议制度》待审定。    

                                                                                                                                                                                              2、加强政务服务工作,落实了首问责任制、服务承诺制和限时办结制。    

                                                                                                                                                                                              3、严格实行“结建”审批职权分解,坚持阳光审批,做到公平公正,规范行政执法,人防收费实行全过程公开。

4             要积极主动与各县市加强联系,尽快完善各县市人防办的机构设置和人员配备。                                                                                                          经与各县协调,县级人防机构建设不断完善,人员配备逐步到位,5个县人防办工作人员专人专职,6个县人防工作经费列入年度财政预算,解决了凤凰、花垣县人防办独立的办公场所。

5             认真研究我州的人防体系建设工作,制定好“防空袭预案”。组建和训练好人防专业队伍,要定期或不定期组织人防演练,做好平战结合工作。                                                  1、州本级《防空袭预案》已完成主案编制和省人防办审查修改,待国家人防办《防空袭方案》新的规定出台后,进一步完善。    

                                                                                                                                                                                              2、州市人防专业队伍早在2006年就已组建,待2013年人防指挥中心建成后每两年组织一次综合演练,确保关键时刻完成遂行的任务。

6             对人防地下设施易地建设费及维护费的收取,要充分考虑我州的实际情况,可给予酌情减免。征收的各项人防建设费用,要在政务公开栏进行公示,专款专用。                                    1、结合我州实情,经上级批准,我州人防易地建设费征收按省定标准延缓6年时间执行到位,机关办公楼建设项目按60%标准收取。    

                                                                                                                                                                                              2、实行政务公开。所收取的人防行政性规费,一律在网上政务服务和电子监察系统进行公开。     

                                                                                                                                                                                              3、人防资金全部纳入财政预算管理,实行专款专用。

7             对政府或集体修建的惠民工程,在征收费用上予以照顾。                                                                                                                              1、政府组织修建的廉租房、经济适用房等保障性住房建设项目,按规定要求修建防空地下室,不能修建防空地下室的免收易地建设费。    

                                                                                                                                                                                              2、社会公益性建设项目一律免收防空地下室易地建设费。

8             要加强州人防办的基础设施建设及对专业技术人员的配备工作。                                                                                                                        1、州市人防指挥中心建设项目已完成征地和规划评审工作,正在进行设计,并积极向国家人防办和省人防办争取建设资金,可望在今年底开工建设。    

                                                                                                                                                                                              2、在当前人才引进和增编困难较大的情况下,今年拟接收文化层次较高的退伍士兵2名,充实人防指挥信息保障中心队伍。    

                                                                                                                                                                                              3、安排2名在职干部参加国家人防办组织的专业培训。
